High Commissioner

H.E. Senalor K. Yawlui, PhD

H.E. Senalor K. Yawlui, PhD presented his Letters of Credence to His Excellency Brig. Gen (Rtd) Dr. Julius Maada Bio on Thursday, 06 February 2025 at the State House as High Commissioner of the Republic of Ghana to the Republic of Sierra Leone.

He holds a doctorate in International Relations and Diplomacy from the Centre of Diplomacy and Strategic Studies, (CEDS) Paris, an LLM in public international law from the University of London and an M.A in International Affairs from the University of Ghana, Legon. He pursued his Legal Practice Course with the University of the West of England, Bristol.

Dr Yawlui has over 25 years of working experience in the Ghana Foreign Service.

He is a Barrister-at-Law and a former Adjunct Lecturer in public international law and international trade and investment law at the Ghana Institute of Management and Public Administration (GIMPA) School of Law, and Adjunct Lecturer in Administrative Law at the GIMPA School of Leadership and Governance.He was also an Adjunct Lecturer in public international law at the Faculty of Law, University of Professional Studies, Accra.

He was a member of Ghana’s legal team to the International Court of Justice (ICJ), The Hague, on 05 December 2024 on the Request for Advisory Opinion on the Obligations of States in respect of Climate Change. He was also a member of the Organisation for the Prohibition of Chemical Weapons (OPCW) Executive Council’s team to the Blue Grass Chemical Agent Destruction Pilot Plant in Kentucky, USA, June 12-14, 2023 which culminated in the complete destruction of declared stockpiles of USA’s chemical weapons-the remaining stockpiles of such arms under the Chemical Weapons Convention (CWC).

Prior to his appointment, Dr Yawlui served as Ghana’s legal expert to the International Criminal Court (ICC), The Hague, the ICJ and the Organization for the Prohibition of Chemical Weapons (OPCW), The Hague, from October 2022-December 2024 during which he coordinated Experts of the African Group of States Parties to the CWC.

He previously served at Ghana’s Missions in Algeria, (Zambia, Germany, Senegal and The Netherlands) as Head of Chancery/Deputy Head of Mission. He was former Director for Consular and Humanitarian Affairs and Acting Director for Legal and Treaties Bureau at the Ministry of Foreign Affairs, Accra, during which he participated in several international conferences and bilateral treaty negotiations between Ghana and other countries.

The High Commissioner is a researcher and author of a book on “The Evolving ECOWAS Normative Architecture and Contemporary International Law: A Case Study of Pro-Democracy Intervention in The Gambia” published by White Falcon Publishing LLP in November 2023, ISBN: 979-8-89222-080-4, available at Amazon.
